It could be in the speddo head also.  the best way to correctly lube a speedo cable is to put it out of the casing and then apply lube it while reinserting it. Use a lube that does not thicken too much when cold.

I replaced my original speedo cable that had a hole burned in the housing. The new one made the speedo bounce when it didn't before. The drive cable was too long. When I pushed it into the back of the speedometer and tightened the cable nut it was forcing the cable back into its housing enough to bind and catch as it turned then pop loose. When it popped loose, it spun faster to unload the torque, causing the needle to jump. This catch and release over and over caused the jumping. Shortening the drive cable was tricky with a bench grinder and steady hands but it solved the problem. You have to maintain the square end of the cable to fit into the speedo correctly.

I can't turn it into a trade name but the FSM shows to use a light coating of B5A-1981-A Lube.

Nah, just use a good graphite lube from any parts store.
