No, it is not normal. Take your master cylinder out and bench bleed it. After you get it back in, bleed all four corners starting with the driver's side rear and work your way around to the passenger side rear, front and the driver's side front. Your brake pedal should be hard with either a disk or a shoe system.

There may be a possibillity that the pedal input rod adjustments are off between the MC and the pedal. You don't say if you have a PB but it has an adjustment too. Are these the factory disks? Maybe someone has kludged together a brake system (unless this is a new occurrance and the brakes used to be perfect) Soaring's right, the pedal should not be soft nor almost to the floor. Be sure to check the adjustment of the rear drum shoes also since this is how far the shoes have to travel to contact the drum. More shoe/drum gap = more travel of the pedal.

jlg2002 is correct, if you have a power booster the push rod length my be off. If it is an after market system the rod may need to be lengthened. Sometimes the rod has a nut on the end where it meets the master cylinder that can be turned lengthening it. The other issue may be that if your brake system was manual and not it is power the manual break peddle is shorter than a power break peddle and it changes the breaking ratio. I had this problem on a 67 and I had to get the power break peddle which solved the problem.

According to my sources, I can only find evidence that the 67 and up cars have the pedal issue Scott. jlg
