I just did a complete brake job on my 70.
The shop manuel says to turn the rear star wheel with the brake spoon thru the hole until the wheel lock ups and then back out evenly until they loosen up
its hard to count the notches or hear the clicks so I have both at 2 revolutions right now b4 it stops. is this Ok too much or too little
how many revolutions should the rear wheel turn to be safe

Two revolutions is probably too much. But if the self adjusting portion of the brakes are working proberly, you should be able to back up for a short distance while pumping the brakes and they should adjust to the proper clearance. I would start with one revolution and see if the drums turn with very little drag.
