Looking at a 1969 fastback, vin # on door does not look right, has a newer dashboard cover that blocks out location for that vin #.  Opened hood, unscrewed and pried fenders apart with no apparent vin number on either side noted. Any other place to look for vin number that matches the door vin #?

It is supposed to be in those places.  You are wise to check it carefully before deciding to buy.

on my 67, the vin is under the passenger fender, almost all the way at the edge of the apron, are you sure you pried it up or back far enough?

Its implied by this webpage that there's only one location for the VIN on a 69 (riveted to the lower left dash area):

This web site says they are hidden under the fenders, stamped on the inner fender liners, too.  The authorities will expect to see it riveted on the dash so these probably wouldn't count.  I guess they could be used as evidence.  I am usually suspicious when the VIN is obscured.  Where I live, one must have the VIN verified by a police officer or a motor vehicle inspector before a title is issued to a new owner.    http://www.1969stang.com/shelbyserials.html

you could always ask the owner to take the time to remove the dash cover, a bit time consuming, but overall not that difficult
