WHAT DO I NEED TO DO FROM BURNING THE C.V.R. ?

Determine why it's burning- does it have a short on its output or is it just poor quality.  Cheap replacements are of inferior quality, if that helps.  There are also solid state units that provide a much cleaner power supply.

Is it supposed to PULSE 5 volts in  regular pattern.

They are adjustable and turned to high (Constant power not pulsing) can burn them out.

Make sure the mounting it secure with no corrosion preventing proper grounding.

Are you sure you have the correct I.C.V.R. for your application ?
