Sill plates for '67. Screw holes?

So, in putting in a couple repro sill plates, I find that while there are holes to screw into the body along the top, there are none along the side, although the sill itself has holes there. Is this unusual, or am I missing something?

Is this the vertical area of the sill cover that screws through the carpet into the body? There are no holes in the body under the carpet?

Right. I can't find any holes, unless someone filled them in somehow for some reason.

Gee, the area that should have the holes, is it covered with a coating of some sort? Sound deadener? Undercoat? Maybe a floor pan has been replaced and you will have to punch and drill your own holes using the sill cover as a template.

I think that's the problem, the floor pans were replaced at some point (there is a lot of weird things about this car, mostly from it once being a coupe and being made into a convertible). It looks like someone had adapted some old Fischer plates to fit, (found them in the trunk) but those couldn't be used with the new carpet. I figure I'll just have to punch out new holes.
