How long have you owned the car? Did it go down before and this a recent issue, or did you just get the car and it not work? Please don't take this as an insult, as it is hard to diagnose via email/forums, but you do know the parking brake needs to be set for the power top switch to work right?
When you hit the switch, do your interior lights dim at all? That would show signs the motor is getting power but the motor might be bad. Also, do you hear any relays clicking when you move the top switch? Will the top go up? Even though it is already up, I mean, when you hit the up side of the switch does it power up and strain or does it do the same thing as hitting the down side of the switch?

Anyone know what size torx to use on the bolt for the cylinder to top? And how to acces the bolt (in regards to position of the top, all the way down or part way down)?

could be any between the 35 to 50 torx...
i have not personally removed the top cylinders... on one of those...
you do have the option of taking an impression or measuring the opening.. most of use use a set of torx bits...
there are a few applications where special long shank versions are needed...

1/4 drive: T10, T15, T20, T25, T27, T30 3/8 drive: T40, T45, T47, T50, T55 1/2 drive: T60
you will probably want to invest in at least the 2 buck version of these near the cash register... if you get the ones with the orange handle... be sure to crimp the side of the end slightly to keep a tight grip on the magnet.. they forgot to use enough glue to hold the magnet in when you get a good grip on something...
