We have tried all the adjusting and 12 is the best we can get. It does sound like an aggressive cam very rumpity-rump. Plugs are new and look good. Dont make hoses with spring or so I am told so I put a spring out of an older hose so it wouldnt collaspe. Do you think exhaust back pressure would cause this kind of problem?

a .060 over bore has a high probability of running hot due to thin cylinder wall and poor head dissipation

Seems you have an agressive cam from what you describe. Your 12 vacuum reading is probably due to the cam more than a vacuum leak. Check vac hoses and spray a little carb cleaner around the intake to head gaskets and around the base if the carb to be sure. If the engine speeds up then you have found a vac leak. If not, you are OK.
Have you done a compression check to determine if you have a bad head gasket?
You might check your thermostat or temporaily remove it to see if its a coolant flow restiction issue.
I agree with Shifthis that if you have a block that was bored .060 over the cylinder walls may be too thin and transfering heat to the coolant too fast.
.040 is about as much as you want to go on these old small blocks.
