Windshield Washer Pump

I have a new washer pump, new hoses, bag, etc.  The pump will not operate. 2 speed wipers work fine. I tested the switch with a simple light. Testing the switch indicates there is initially power to the harness at the engine side of the firewall.  Subsequent pulls of the switch yield nothing. The wire from firewall to pump is fine.

Is it possible that the instrument voltage regulator would prevent this from functioning due to too much resistance?  The initial positive test tells me the switch works (maybe not consistently) and then something craps out.

Suggestions or prior experience?

That in retrospect is a dumb question since it is likely the instrument regulator does not impact the wiper switch. And my wiring diagram is at home now. But, suggestions and ideas are welcome.

Like you've discussed no, the IRT has no effect on the washer pump.  The pump works by +12Vdc from the switch that is grounded thru the wiper motor. If you can, turn the wipers on and check both wires with your hot-light wire clip connected to the the battery instead of ground (hook the hotlight ground wire to batt +). One of the wires that feed the pump, should be the black-white stripe should ground with the wipers on.  The other wire green black stripe goes direct to the wiper switch and should be constant 12 V as long as the washer switch is on. the voltage source is the 14 A fuse.
